The 2017 National Action Plan on Education for Sustainable Development calls for the ‘development of educational landscapes with an ESD focus’ (National Platform on Education for Sustainable Development, 2017, p. 92). The aim of this education policy strategy is to enable education for sustainable development for all people. Put simply, the aim is to increase the quantity of ESD education programmes for all age groups in the local area. Even if a first heuristic-theoretical draft is now available, which provides information on which aspects characterise an ‘educational landscape with an ESD focus’ (cf. Eulenberger, 2024), the question of the relationships and interdependencies between these is empirically completely open. Using data from the ESD Competence Centre and with the help of a path model, this article attempts to take the first steps towards empirical clarification of this field. The statistical estimation of the path model of the regulatory structure for the generation of ESD education programmes in municipal educational landscapes revealed on the one hand that all theoretically postulated aspects of the model are relevant with regard to the regulatory structure. On the other hand, it was shown that the network aspect appears to be the central mediator with regard to the generation of ESD education programmes. This suggests that in the future, when working on the various aspects of municipal educational landscapes with an ESD focus, greater consideration should be given to the function of networking.
