Abstract
The program “23+ Starke Schulen” in Hamburg has been supporting schools in socially disadvantaged locations since 2013. The following report by the program management describes and reflects on the architecture, processes, measures and effects with regard to school and teaching development at now 40 schools in challenging social locations.
