Abstract

A closer look at the immigrants’ competencies in the released PISA studies reveals Canada’s leadingposition in integrating and supporting these young people compared to the weak results of pupils with a migration background in Germany. Starting from a more differentiated presentation and interpreta-tion of the Canadian data in the context of immigration history and politics and on the basis of selected data on the portion of migration, the immigrants’ origin, language and education, this article looks at fundamental governance strategies that may have potential to explain the asserted differences. Thereby, the combination of applicable selection criteria and integration measures appears to be an essential instrument for raising competencies in schools and for achieving and maintaining societal prosperity in the medium and long term. Against this background, perspectives for the German migra-tion policy will be derived.
