Abstract

In India varied reform attempts and programs which pursue the aim for egalitarian and emancipatory elementary education can be identified in the past as well as in the present. How or whether a choice of these attempts is reflected in the educational practice and which determinants prevent an education for everybody presently, will be the central question of this article. This will be answered with re-course of literature studies as well as the results of a study realized in 2005 in Andhra Pradesh and West Bengal. National and international educational reformatory efforts, according to a result, will be of limited success, as long as they do not consider interpretation patterns specific for culture, in a de-centralized and self-reflexive manner.
