Abstract

As an answer to the welfare state’s increased focus on goal- and result-oriented regulation, Swedish educational policy is in a state of change. The teaching profession’s aspiration towards professionalization is discussed once again: Educational policy introduces teacher certification in order to guaran-tee the quality of teachers’ work, while teacher unions strive for a higher social status for the teaching profession. The article discusses whether the communalization of the teaching profession in 1989 gave up the goal of Sweden’s previous political debate on education, namely, a comprehensive school for all, and whether the increased control over the work of teachers is a consequence of the reform.
