This contribution discusses the legal and factual hurdles refugees with academic aspirations face when trying to continue their studies at German universities. With the influx of refugees rising to unprecedented numbers in 2015, German politics as well as university bodies have developed a broad variety of activities to clear the path to successful academic careers. Nevertheless, many issues – e.g. student loans, residence requirements – remain unsolved. Based on a qualitative study at nine German universities, the paper provides an insight into processes of local change management, including adjustments to the target group and questions of governance.
