Abstract

School development processes often receive attention in the context of state-initiated projects, as for instance the establishment of all-day schools. Applying theoretical categories derived from governance research the present text analyzes the transformation of a secondary school triggered by demographic changes in the region. The case study illustrates what a driving force demography can be for processes of school development. At the same time it reveals the limitations of these efforts when state support is lacking.
