Abstract

Against the background of the experiences regarding school reforms during the last decades, this article accounts for an insufficient coordination of quality management and quality improvement as a decisive problem with regard to the formation of the school system. It pleas for an orchestration of the instruments and for a synchronization of the activities on the different levels of the school system.
