This article emerges from the impression that the hitherto existing educational governance research argues too strongly top-bottom, concentrates much on regulation and less on formation, and neglects the role of guidance. In contrast, this article tries to analyze the school system from the perspective of the individual school, though not neglecting the linking with the system as a whole, and to elaborate the role of the governing body of the school for the formation of school development.
