Standards for Teacher Education: Education Studies – Ten Years Later

Ten years ago the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany (Kultusministerkonferenz) released the “Standards for Teacher Education: Education Studies”. The article addresses the question of the influence of the standards in teacher education since their inception. First, the original context of developing the standards for teacher education is sketched. Then the reactions to the standards in universities, teacher training institutions, administrations and the public are described. The main part of the paper provides a description and discussion of existing empirical research on the impact of the “standards”. Against this background, a retrospective evaluation of the standards is provided: It turns out that neither overly technocratic hopes nor their counterpart, fears of technocratic standardization, have materialized. Despite considerable difficulties of implementation in the universities, the “standards” have become accepted as a central reference point for the development of study programs in teacher education as well as for research on teacher education.
