This article analyzes the consequences of the new governance philosophy of the last 15 years for the organizational structure of the ministries of culture in the German federal states. It goes into the importance of this philosophy for the processes of school reform and into its relationship to a scientifically founded policy. The culture ministerial organization reforms in the educational political reform era nearly 50 years ago are related to the current developments in order to draw conclusions.
