How Can the Impact of Instruments of Urban Renewal on Gentrification Processes Be Measured and Judged?

Abstract

The increased pressure on urban housing markets lead to an enforced discussion about the question of the effectiveness of political instruments to influence gentrification processes in housing areas. In this article, using the example of the instruments of urban renewal, the question is discussed how outcome-orientated evaluations of these instruments could be shaped, which are embedded in theoretical considerations of gentrification research as well as in existing evaluation instruments of urban renewal. Although the impact of urban renewal instruments on gentrification cannot be judged in the sense of strict laboratory experiments, progresses in the data-monitoring on the quarter level allow at least plausible gentrification suspicions which can be complemented by implementation and outcome analyses.
