Manfred Weiß & Brigitte SteinertMarkt und Privatisierung im BildungsbereichInternationale TendenzenThe fiscal crisis and the increasing legitimacy problems of state institutions have caused a worldwide reduction of state activities in several areas of the public sector. It seems that this development has in the meantime also seized the field of education and that the establishment of market-like conditions through privatisation has become a guiding principle of education policy in a growing number of countries. This article shows that claims of advantages in efficiency brought about by privatisation in education are not supported empirically as proposed by proponents of the market oriented system. Statistics also do not indicate a trend towards privatisation in elementary or primary and secondary general education in OECD countries. It is argued, however, that this result cannot be extrapolated into the future since in the course of the growing pluralisation of societies and the resource constraints that public education is facing the private sector might gain greater importance. Furthermore, the aggregate statistics do not reflect interesting small scale develop-ments in the privatisation of education, some of which are demonstrated in the article using examples from English speaking countries.Peter StokesBildungswesen im Spannungsfeld von Demokratisierung und PrivatisierungDas Beispiel EnglandThis paper presents a view of the reality of education in English schools in the maintained sector since the passing of the Education Reform Act 1988 and legislation subsequent to it. It does so by using a framework of ideology, policy and practice. The last of these is of particular significance because of the changed professional roles of heads and classroom teachers and the consequences for the education of schoolchildren.Detlef GlowkaEinige Aspekte zur Bildungsreform in EnglandThe following text is concerned with the emergence and development of the concept of "school autonomy" in connection with the educational reform in England. The author gives a picture of today's situation after the education reform. Three leading questions are posed: 1) Is the English school system developing towards privati zation? 2) In what direction is democracy developing within the school system? 3) What in fluences do market principles have on the shape of schools and the school system? The author offers an outlook on possible developments in the English education system, including the distribution of political power in parliament. The socio-political phenomenon of "pillarization" ("Versäulung") of Dutch society and its consequences for the school system are given special emphasis. The second section considers the present-day situation in the Dutch education system. The authors examine several results of school debates ("Schevenings Beraad"), and, finally, discuss the problems resulting from the realization of reforms with which the Dutch education system sees itself confronted.Jurij V. GromykoBildungswesen im Spannungsfeld von Demokratisierung und PrivatisierungDas Beispiel RußlandThe first section poses the question of the relationship between privatization and democratization, exemplified by the present developments in the field of the education system in Russia. The author holds the view that if, for example, ideologically based education material that contains no reference to a unified state education framework, will cause those who are educated in a context of this kind to not learn to live together and communicate with other entirely different groups and communities. In the second section the author presents different school types and models outside the state sector in order to characterize national policies with regard to education systems outside the state sector. The author favours a close cooperation of the education systems both inside and outside the state edu cation system. The latter should find its main task in testing innovations. But still the author considers this aim jeopardized by the difficult social and economic conditions. In the last section he roughly characterizes the present shape of education and its hidden potential. He considers the establishment of a special administration with diagnostic and consultative functions that supports new developments in this field to be necessary for successful developments in the Russian education system.Friedrich KuebartDemokratisierung und Privatisierung in der russischen BildungsreformEin Blick "von außen"In the context of post-communist transformation processes in Russian education, the concept of democratisation of education included breaking up state monopolism and uniformity in educational provision by creating privately-run establishments as a basis for pluralism and choice according to individual and social group demands. Unlike Western discussion on privatisation in education the Russian government's privatisation policy for enterprises and other state property was followed by strong political pressure for wholesale privatisation within the educational sphere. The paper traces - complementary to Jurij V. Gromyko's article - the controversial development of the non-state education sector since the late 1980's, examines its still inconsistent and brittle legal protection and presents data indicating a steady demand for private education.Gero LenhardtBürgerlicher Universalismus und staatliche SchuleThe development of modern education systems is accompanied by arguments on maintaining bodies. In the first section the text considers controversies from two points of view: the first is concerned with the process of nation building and the institutionalisation of the civic role. In the second section initiatives to establish private schools which can be observed as nation building progresses are examined. As a result the author states that private schools cannot add much to what state schools offer, but can certainly serve as an example of liberal school development.Vladimir K. Bacyn & Michail N. The authors follow the rather liberal views on nationality policies held by the department for education. Special attention should be paid to the thesis of the mediating function of Russian culture between "national" and world culture. The authors formulate explicitly three different lines of development within education policy concerning the political treatment of the "national" question. Special emphasis is laid on the results of the conflicting ideas.Jurij V. GromykoNationalitätenfragen im russischen Bildungswesen: neue Ansätze und Projekte(Übers. von Gerlind Schmidt)The text gives a general account of the different views held on the problems of "ethno-national education" within the Russian society at present. The author starts with an examination of the historical development of ethnic groups as an evolutionary process, and differentiates between the dimensions of ethnicity, language and culture in his ensuing socio-political analysis. The author holds the view that it is the responsibility of the education system and pedagogy to help every young person to gain a stable ethnic identification. The author uses terminology that is not always easily under standable by non-Russian reader.
